Urbane Wohnraumversorgung in Subsahara-Afrika. Ein analytisches Modell und seine Anwendung am Beispiel Addis Abeba

(Urban Housing in Sub-Saharan Africa – An analytical model and its application in the case of Addis Ababa)

Abstract Dissertation:

In the cities of Africa, massive urbanization since the 60s has led to enormous growth rates of urban population and a demand for housing which could neither be satisfied by market forces nor by public interventions.

The aim of the study was to develop an integrated and holistic model of the complex field of urban housing that specifically refers to sub-Saharan African cities and the urban poor respectively. In this context, the conceptual framework serves as an instrument for the descriptive, explicative and normative analysis and integrates both structural and individual factors by answering the following research questions: What are the main dimensions for the description of urban housing? What are the explicative factors for explaining structures and processes of urban housing? How and by which criteria could urban housing be evaluated, and how can adequacy be defined?

Three main characteristics for the description of housing and the housing situation have been identified within the model: The location within the city, quantitative and qualitative aspects, legal status and tenure. Rapid urbanisation, economic development, socio-cultural structures, climate aspects, political frameworks, market forces, the production of houses,  as well as individual options, restrictions, resources and preferences were included to explain urban housing. Finally, two main criteria for the evaluation of individual housing conditions and the definition of adequacy were developed: affordability as “financial adequacy” and acceptability as “socio-cultural adequacy”.

In the second part of the study the developed model was used for the description, explication and evaluation of the housing situation in Addis Ababa. The Ethiopian capital served ideally as a case study object as there are a number of housing strategies implemented. On the basis of some explanatory studies, five research areas representing four different housing strategies were selected: a slum area near the city centre where an Ethiopian non-governmental organisation implements physical upgrading schemes; an informal settlement at the urban fringe that has been under a constant process of legalisation and formalisation; a “site-without-service” scheme, also at the urban fringe, where selected, poor beneficiaries have been provided with free plots a decade ago; and finally two sites with multi-storey buildings, the condominium apartments. The condominiums became the main and almost only official housing strategy in Addis Ababa since the implementation of the pilot project in 2004/2005. After an analysis of the macro elements in Addis Ababa, the four housing strategies are compared by the descriptive, explicative and normative criteria.
